In a speech Thursday night after the Vinnitsa attack, Ukrainian President Volodymyr Zelensky called on the international community to formally recognize Russia as a terrorist state.
"Russia has shown its attitude to international law, to Europe, and to the entire civilized world," Zelensky said.
He added: "After that, no one doubts that Russia needs to set up a special tribunal for Russia's aggression against Ukraine as soon as possible."
Zelensky's comments came after rockets hit the city of Vinnitsa on Thursday. Of the 23 people killed, three were children under the age of 10, he said.
The president called for the confiscation of "all Russian assets and funds in countries around the world" to compensate "victims of Russian terror."
"It is absolutely necessary to impose such restrictions on Russian energy exports as soon as possible, lest terrorists recoup their costs at the expense of the international community," he added.
According to Zelenskyj, the final number of injuries is still being clarified as "rubble is being cleared" and "dozens of people are believed to be missing."
"One of the missiles destroyed the Neuromed Medical Center. There were people inside," he said.
Among the dead was a four-year-old girl named Lisa, the president said, adding that her mother was "in critical condition."
"Just as a conference on Russian war crimes was held in The Hague, the Netherlands, Russia ended the girl's life," Zelensky said.
