New report finds evidence that Russia used torture chambers and civilians as human shields in Ukraine

 A new report from the Organization for Security and Cooperation in Europe documents the discovery of a torture chamber at a summer camp in Bukha, Ukraine.


The report - the second from the OSCE - covers the period from 1 April to 25 June. OSCE experts travelled to Ukraine to collect evidence, including visits to the cities of Bukha and Irpin, which according to the report are "two prime examples of violations of international humanitarian law that constitute war crimes against the Geneva Conventions and their Additional Protocols."

Experts pointed to photographic and video evidence that Russian forces "targeted and systematically killed civilians in Boucha" who were found shot with their hands tied behind their backs.

The report documents the discovery of "a series of torture chambers separated by concrete walls" at a summer camp in Butcha, including rooms that the report said were apparently used for executions, with bullet holes in the walls.

The five dead were found in another room, where evidence of torture and waterboarding was found, experts said. "They were covered in burns, bruises and lacerations," the report said.

The bodies of 18 men, women and children were found in a cellar in a village in Butcha district.

"Some had their ears cut off and some had their teeth pulled out," the report said.

Reports of rape and sexual abuse of women and girls by Russian troops "have become frequent", especially in areas newly occupied by Russian troops, the OSCE delegation wrote.

The report cited several particularly horrific cases, including a report by Ukraine's Human Rights Commissioner Lyudmila Denisova, who said 25 girls between the ages of 14 and 24 were held in Bucha's basement and subjected to gang rape. Nine were pregnant, the report said.


The report also documents incidents of Ukrainian civilians being used as "human shields" who were forced to fight alongside the Russians in the ongoing war against their own country and were deported without their consent to Russia.


    "Russian soldiers used more than 300 Ukrainian civilians as human shields and held them for 25 days in March in the basement of the Yahidne school, where a large Russian military camp is located," the report said.
